Preparation is the whole job and it is where nearly every coating failure originates. Acid etching does not open a hard-troweled slab properly, and a coating applied over an unprepared surface is stuck to laitance rather than to concrete.
Whatever is already on the floor is what a new coating bonds to. If an old sealer is letting go, so is anything applied over it, which is why removal is part of preparation rather than an optional extra.

Why is diamond grinding better than acid etching?
Grinding opens the surface of the concrete mechanically, removes the weak top layer and any old coating, and leaves a profile the coating can bond into. Acid etching roughens the surface a little and leaves residue, and it does nothing for a slab that was sealed or has an old coating. Every floor that lasts was ground; most floors that peeled were etched.
Can a cracked or pitted garage floor be coated?
Yes, after repair. Cracks are opened and filled with a rigid filler, pits and spalls are patched, and the whole slab is ground flat before the coating goes on. A flake system then hides the repairs completely. What cannot be coated is a slab with active moisture coming through it, and that is tested for first.
